CCP has announced some of the features in the upcoming Phoebe Release, The full list of functions will be announced at EVE Vegas 2014.
The presentation will also be live-streamed to CCP’s twitch.tv channel where you can purchase a HD subscription for $9.99 which will include a Quafe Megathron, headwear item and access to the HD stream for Saturday and Sunday.
Please note: The features are set to be deployed on November 4th 2014. Normally a downtime of 2-4 hours occurs during a deployment on deployment day, EVE_Status will be providing updates on when TQ is ready to come back online.
The type of changes include… (Highlighted the key features in bold)
- Long Distant Travel Changes
- Unlimited Skill Queue
- Multiple Sell Order creation (inventory sell all)
- Bookmarks and sensors overlay on radar
- New Invention (Merging reverse engineering with invention together)
- New Notifications System (separate from the neo-com)
- New and rebalanced exploration rewards
- Mission Guidance
- New cloaking affects for Covert and Prototype cloaks
- XML API will include more data for developers.
- Different Icons for Armor and Hull Reps and Cynos and Covert Cynos.
- Better ways of gaining access to expeditions.
- Brighter Nebulas
- trial accounts – some limits being removed (giving trail account users access to battleships) and some messaging limits too.
+Capital Ships will now be allowed to use jump gates in null-sec (including titans)
– Almost all Jump-capable ships will have a reduction in jump range by 5LY this applies to Rorquals and black ops class ships will not be affected. (10 LY for Hauling ship variants)
Long Distant Travel Changes
Long Distant Travel changes are some of the biggest since the invention of captial ships 8 years ago. CCP’s main objective is to provide smaller battles and provide better freedoms for capital ships. Allowing Captial Ships to use jump gates also requires further balancing of other ship classes. The balancing method being used for Null Sec is known as Jump Fatigue (this will build up on a per character basis). The biggest problem for Nullsec Haulers is the rate of the Fatigue will mean a major backlog in contracts. CCP has attempted to reduce the nerf by rebalacing the jump limit from 5LY to 10LY (5LY additional capacity).
+Capital Ships allowed to jump in Null Sec
-Re-balancing of Jump Freighters with 10LY max range being bumped up.
-All Hauling ships will get a 90% jump reduction
-Roqueals jump distance is nerfed to 5LY.
Unlimited Skill Queue
Remember having to play Space Tetris with skill point allocation? Well that’s now a thing of the past with the Phoebe update allowing you to put as many skill-points in your skill queue as possible.
This will be a great change for those of us whom often forget to login at a certain time to update rules/skill-books, This feature may also have a setback with players being less likely to log back into there characters once they know a certain skill path has been selected. We will certainly see if the amount of active players reduces after this update.
New Invention system
The BPO research system will now include just “Invention” and will replace the current invention and reverse engineering tabs inside the industry console. This merge will simplify the two separate skills into a single more efficient path.
New and rebalanced exploration rewards
Datasites will be getting better rewards. (This is something that CCP is going to discuss in an upcoming blog.)

Multisell will allow you to setup contracts to sell multiple items at once. This will certainly be great for throwing away trash items from mission runs.
New cloaking affects for Covert and Prototype cloaks
The cloaks have been updated to a newer design (simular to the new Oceanus cloaks) with a hexagon transparent vector feel.
New sound effects for structures
More improved sound effects for smaller structures.
To make things feel less dark.
Explorer missions will include better descriptions and hints to help players, Agent Mission windows will provide better progression methods for pilots to understand.
Bookmarks and Sensor HUD
The Bookmarks and Sensor system will now be included as part of the overall HUD design. In the past you would need to navigate the neocom to gain access to the features however in the upcoming update local bookmarks will be displayed on the HUD and will be color coded for each type of waypoint. Folders will be included in the new bookmark system. Overall the usability of the UI is defiantly improving with the new waypoint system. No longer will you have to scroll thought a sub menu thats jumping around.
The new notification system is what I consider one of the great improvements to EVE in a long time by getting rid of the central neocom notification center and replacing it with a simple editable tab. This feels like a great modernization to the overall user experience.
The Notification panel can already be enabled in the current client by going to the following menus.
After enabling this you should get a message informing you that the feature is still in development. (This is CCP’s way of saying “if we break something don’t blame us.”)
and then you should get notifications that look a little like this.
You can click on the cog button within the notifications window to filter out the type of notifications you get from this console. There are also new swooshing sounds when you click on the notification window which reminds me a lot of star trek’s doors.
XML API will now include strings for medical clone transfer timers, jump fatigue and multiple character training.
Trial accounts will no longer have limits on certain ships including Battleships, take part in incursions and tactical warfare.
This update is about the smaller things, the smaller things that make eve a more functional game. We are certainly happy with the added notification system, Capital ships being allowed to jump, but our concern with granting such power is the nerfing of jump freighters with the new jump fatigue mechanic. CCP are listening to feedback and since the initial nerf reports CCP has cut some of the red tape they created with the announced patch. We will have to see if this affects null sec courier corps like black frog from operating. This will be certainly something to watch over the winter period.
